Who We Are

The SPARKS Network was created in 2008. Day to day management is provided by:

• Bill Blakemore, network manager
• Jo Ann Sweeney, communications consultant
• Nick Lester, SPARKS Network chair, Corporate Director of Services at London Councils.

The network arose out of the SPARKS Programme which was created by London’s Enforcement Task Force, a group that co-ordinated enforcement activities across the capital.
